Oleg Garin


Garin Oleg Vladimirovich was born on 26th December 1973 in the Igra village, Udmurt Republic.

In 2001 he graduated from the Udmurt State University. His major was jurisprudence.

In 2003 he graduated from the President’s Russian Academy of the State Service. His speciality was “State and Municipal Governance”. Mr Garin is also a candidate in Economic Science.

From 1990 to 1991 he worked as a Head of the motorcycle section of the Igra Young Engineers facility.

From 1991 to 1995 he was a worker at the Ural automobile factory’s auto club.

From 1995 to 2002 he was a deputy director, director at the “Virazh” LLC

From 2002 to 2004 he was a Director-at-large, Director of “Igrinskoe RTP” JSCo

From 2004 to 2006 he was the Chairman of Igrinskiy Rayon Council.

From 2006 to 2011 he was the Head of the Municipal body 'Igrinskiy Rayon'.

From 2011 to 2014 he was the Minister of Transportation and Road Utilities of the Udmurt Republic.

From April 2014 to October 2015 he was a Deputy Head of Administration of Izhevsk city.

He was a member of Igrinskiy Rayon Council of the second (1998-2002), third (2002-2006) and fourth (2006-2010) elections and currently is a member of the Izhevsk City Council of the sixth (2015-2020) elections.

Awards: Russia Motocross Champion, Champion and winner of the CIS and USSR Motocross championships, Honored trainer of Udmurt Republic.

Mr Garin also received the Udmurt Republic Government’s Scroll of Honor, a Letter of Acknowledgment from Chief Federal inspector in the Udmurt Republic, a Letter of Acknowledgment from the Minister of Sport, Tourism and Youth Policy of Russian Federation.

The Chairman of the Izhevsk City Council is elected by the deputies of the City Council among its members by secret vote.

He performs the following duties:

  • represents the City Council in other cities, regional and federal authorities;
  • organizes the work of the City Council;
  • convenes sessions;
  • leads the process of preparations for sessions’ holding;
  • signs decisions that have been made, records and other documents;
  • promulgates enactments and decrees concerning inner organizational issues;
  • leads the work of deputies carrying their powers on a regular basis;
  • coordinates activities of standing commissions and commissions of other types;
  • organizes appointment of citizens, considers their appeals received by the City Council;
  • solves other issues that can be charged by the City Council or entrusted by the current legislation.
